Be namespace clean in ctype.h.

* libc/include/ctype.h (_tolower, _toupper, isalpha, isupper)
(islower, isdigit, isxdigit, isspace, ispunct, isalnum)
(isprint, isgraph, iscntrl, isblank, toupper, tolower)
(isascii, toascii): Don't use 'c' as macro parameter name.
