* Makefile.def: Remove gdb dependencies for gdbtk. 

* Makefile.tpl (CONFIGURE_GDB_TK, INSTALL_GDB_TK): New variables.
	(configure-gdb, install-gdb): New rules.
	* configure.in: Set CONFIGURE_GDB_TK and INSTALL_GDB_TK.
	* Makefile.in, configure: Regenerated.
