* exceptions.cc (_cygtls::interrupt_setup): Implement SA_RESETHAND. 

* include/cygwin/signal.h: Define SA_ONESHOT and SA_NOMASK.
* dcrt0.cc (get_cygwin_startup_info): Remove commented out code.
