Corinna Vinschen 6e623e9320 Switching the Cygwin DLL to LGPLv3+, dropping commercial buyout option 
Bump GPLv2+ to GPLv3+ for some files, clarify BSD 2-clause.

Everything else stays under GPLv3+.

New Linking Exception exempts resulting executables from LGPLv3 section 4.

Add CONTRIBUTORS file to keep track of licensing.

Remove 'Copyright Red Hat Inc' comments.

Peter Foley 3bc912c02b respect datarootdir 
Recent versions of autoconf define datadir/infodir in terms of
datarootdir. Add it.

	utils, and doc.  Do not build mingw or w32api.
	[mingw*]: Build w32api if present.

	directories.
	(MINGW_LDFLAGS): Redefine as -static to force static linking
	with libgcc and libstdc++.
	* Makefile.in: Remove references to mingw and w32api directories
	from Cygwin targets.
