Bump GPLv2+ to GPLv3+ for some files, clarify BSD 2-clause.
Everything else stays under GPLv3+.
New Linking Exception exempts resulting executables from LGPLv3 section 4.
Add CONTRIBUTORS file to keep track of licensing.
Remove 'Copyright Red Hat Inc' comments.

As long as we're not building in C++14 mode, the definition of the
sized delete operator results in a compatibility warning.
* cxx.cc (operator delete): Disable C++14 warning for sized variant.

When compiling with -std=c++14 (the default for gcc 6.0+), the sized
deallocation operator must be defined to prevent undefined symbols when
linking.

(pdrive_buf): New place to hold information about cygdrive.
* fhandler_disk_file.cc (fhandler_cygdrive::set_drives): Store drive info in
pdrive_buf since get_win32_name() could now be too small to hold everything.
(fhandler_cygdrive::rewinddir): Reset pdrive to pdrive_buf.

* pipe.cc (fhandler_pipe::init): Be more defensive when referencing
get_win32_name(). Rework logic which made a copy of the POSIX path and then
