* configure.host: Add check for --disable-newlib-io-float
        configuration option and add -DNO_FLOATING_POINT to newlib cflags
        if appropriate.

        * libc/stdio/vfprintf.c [!INTEGER_ONLY]: Only set FLOATING_POINT
        if NO_FLOATING_POINT flag is not defined.
